Description:
Wirral Borough Council (the "Council") is undertaking this preliminary market engagement to consult with potential operators to inform a delivery model to operate the Wirral Water Sports Centre Complex.

The Wirral Water Sports Centre operates, delivers and facilitates a diverse range of Water Sports on the Council owned and managed “West Kirby Marine Lake” a key local and regional leisure and recreational health and wellbeing destination.

The Council is seeking to ascertain whether there is sufficient interest from appropriate providers to establish a procurement and delivery strategy for the Wirral Water Sports Centre. The Council will retain a keen interest in the site and as such, any future operator must maintain a good relationship with the Council and will be an important consideration for the Council with regards to legacy implications.

The preliminary market engagement is being carried out under the current provisions of Regulation 17 of the Procurement Regulations 2024 and Sections 16 and 17 of the Procurement Act 2023.

Site visits are available for Tenderers for the Wirral Watersports Centre Complex and must be requested via the Messaging Section of The Chest Messaging Portal. The window-period for site visits will be between Monday 2 and 13 March 2026.
