South Cambridgeshire District Council - New Build Project Manager
SCDC is looking for a suitably qualified and experienced development project manager with demonstrable local knowledge to provide full life-cycle Project Management over a range of new build housing and community building schemes. The successful company will - Have a thorough understanding of feasibility studies, and advise the Council where necessary for the direct delivery of HRA schemes; - Undertake viability appraisals for Council direct delivery schemes and S106 acquisitions; - Demonstrate a thorough understanding of and experience working within the local Planning system - from a strategic (Local Plan, exception sites), procedural (obtaining planning consents, discharge of conditions), and legal perspective (S106 and S104 Agreements); - Be experienced in operating under Public Procurement Regulations to engage professional services (Architects, Employers Agents, Clerks of Works); - Will have significant experience of delivering typical construction contracts, both JCT and Development Agreements; - Act as the Council-s representative in negotiations over Heads of Terms and other contract matters; - Writing highly technical specifications for the delivery of multiple affordable house types and completing invitations to tender; - Have knowledge and experience of Local Authority housing delivery - challenges, governance. - Have a sound understanding of housing management and maintenance practices and proc...
