Description:
Hull City Council (The Authority) is seeking tenders from interested organisations to develop, build, manage and operate an innovative and flexible meanwhile site, creating a flexible hub facility that can offer everything from art and crafts studios and boutique retailers, business start-ups and mentoring, street food and bars, with an emphasis on nurturing start-up business and training. The successful Operator will be able to exploit the Concession for a period that the Authority considers will provide sufficient opportunity to justify the Operator's investment and will enter into a lease with the Authority for the offered term. This opportunity will be procured via a competitive procedure with negotiation. The anticipated Concession commencement date is 21 October 2024. The Authority proposes to enter into one Lease for a maximum period of 15 years with the successful Tenderer (Operator), with an option to break at any time after 5 years. To exercise the break clause a period of 6 months' notice must be given by either party (Operator or Authority). Additional conditions apply, see Schedule 1 Lease Agreement for break clause terms.
