Project Description :The general objective of this Pilot Study is to assist the Environment Agency to develop new and innovative funding and financing mechanisms by recognising risk-based financial benefits of FCRM schemes.
We have developed some conceptual mechanisms to explore the feasibility of quantifying and monetizing flood-related insurance risk reduction to generate financial returns.
Through this Pilot Study, we aim to test these conceptual mechanisms and establish a robust evidence base by evaluating the insurance-related risk-reduction impacts of selected FCRM schemes.
The core objectives of the Pilot Study are:
•To develop a structured approach to help understand and model the true financial value of the savings from FCRM schemes in terms of reduced risk exposure and consequently, insurance premium savings; and
•To ascertain if the financial values (in terms of insurance risk exposure and premiums) are substantial and what are the potential financial mechanisms that could be implemented to capture the aforesaid financial savings and convert them into revenue streams.
Whilst there is a theoretical understanding that FCRM schemes do lead to savings on insurance premiums at a macro-level, quantification of this risk-reduction may require modelling/risk-pricing at a scheme level.
