• Expression of Interest are invited for Reoi for Hiring Technical Services (Firm) for the Newafrica Bioenergy Combined Heat and Power Project in Ghana and Sierra Leone NewAfrica Bioenergy Ltd (the Sponsor) has received project preparation funding from the Sustainable Energy Fund for Africa (“SEFA”) hosted within the African Development Bank (“AfDB”) toward the development costs of two Combined Heat and Power (CHP) plants (the “Project”). The Sponsor intends to apply this grant to payments under the contract for Consulting assignments that include: - Technical Services (“TS”) including upgrading available pre-feasibility studies to fully fledged and bankable feasibility studies, review of the technical solution, pre-engineering, evaluation of offers. Furthermore, consultant will assist in Owner-s Engineer, EPS/EPC and O&M solutions and contracting. The Sponsor aims to build and operate 3-10MWe CHP plants using forestry and wood-processing residues at Drobonso, Sekyere Afram Plains District, Ashanti Region, Republic of Ghana, and at Yoni, Tonkolili District, Republic of Sierra Leone; in co-operation with a local forestry industrial partner. The CHP plants shall be project financed, privately developed and operated. The project will be premised on vertical integration and in close co-operation with the industrial partner, which will be the primary supplier of biomass feedstock, from sustainably grown and FSC certified wood. The industrial partner-s woodprocessing operations at Drobonso and Yoni will be main offtaker of electricity and heat. The project also intends to offer excess electrical capacity to local grid and mini-grids, and steam for industrial processing to local SMEs. This assignment shall be implemented in close consultation with the Sponsor which will have dedicated personnel allocated to the project. The Sponsor has done extensive preparatory work that will be shared with the shortlisted Consultant partly prior to making the offer and partly prior to commencing the work. The duration of the assignments is approximately 10 Months from commencement of service. Consulting firms are invited to submit an Expression of Interest for the above assignment. Interested consultant firms must provide signed letter with a summarized, short brief providing an introduction and details of the firm and confirmation that the firm is interested in participating in the procurement process for the Technical Services. Consultants may constitute joint-ventures to enhance their chances of qualification. Consulting firms submitting Expressions of Interest must provide a valid email address for correspondence and be prepared to receive a full Request for Proposal. Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank-s Procurement Policy dated October 2015, which is available on the Bank-s website at http://www.afdb.org.
