  • Tenders are invited for DVB Native IP over the Satellite (Artes at 7b.066) (Re-Issue) The objective of this activity is to design a TV, radio and data distribution network via satellite using DVB Native IP. An end-to-end (source to consumer) test-bed will be developed to adopt the standard for satellite and produce implementation guidelines for DVB Native IP over satellite. Verification activities will include content delivery and content security, as the specification becomes available from DVB. Targeted Improvements:Enable the use of the DVB Native IP for satellite networks. Description: Live video services were traditionally accessed via DVB-compliant set-top boxes (STB) and integrated digital television (IDTVs) sets using MPEG-TS (Transport Stream). Video providers and STB manufacturers started to devise solutions for watching these video services on the news martphone and tablet devices. At the moment, video providers have dual-platform operations: a legacy DVB broadcast, using MPEG-TS, serving IDTVs or custom-made STBs connected to consumer main TV, and an Internet Protocol (IP) based streaming platform supporting live and on-demand content distribution, using unicast Adaptive Bit Rate (ABR) streaming to serve the personal electronic devices, but also delivering on-demand services such as catch-up, start-over and personal recording, to custom-made hybrid broadcast/IP STB and IDTVs. Therefore, there is a need for a universal standard that can work with today's IP formats and deliver, via satellite broadcasting, a consistent high-quality video experience to end users' different devices. Native IP is expected to be standardised by DVB by the end of 2021, converging the best of DVB broadcast (i.e. low latency, QoS, scalability and bandwidth resource optimisation) and IP streaming (enabling multiscreen and easy personalisation) by embracing a native IP media distribution format. This activity aims at implementing an end-to-end demonstrator of the Native IP standard over satellite. The starting point of the activity is the existing DVB standardised implementations for delivery of IP packets over DVB standards, such as the generic stream encapsulation (GSE)scheme, for the final core version, and multi-protocol encapsulation (MPE), as a transitional solution for legacy devices. The main tasks are the selection and configuration of equipment and services to build a test bed to evaluate the selected use cases and the associated configurations. The latter will help with the creation of the implementation guidelines and recommendations on Native IP video delivery over satellite, as an output.
