Dynamic Purchasing Vehicle for SEN Provision
The London Borough of Brent in partnership with the West London Alliance (WLA) are establishing a 6 years (3 years + 1 + 1 + 1 years) Dynamic Procurement Vehicle (DPV) to procure and commission the provision of Special Educational Needs (SEN) schools and colleges services that are registered with the department for education.

This DPV will operate a selection and award process that is akin to a dynamic purchasing system as prescribed within Regulation 34 of the procurement Regulations 2015.
The criteria for evaluation will be quality ("meeting the needs of the child /children") and price with both quality and price criteria having a weighting range of between 90 % and 10 % depending on the individual authority's priorities.
Direct award call-off will be made using one or more of the following criteria: subject to the direct award procedures for emergencies and that fall within the scope of Regulation 32 of the procurement Regulations 2015.
The criteria from which a unique provider or unique service requirement will be identified are as follows:
— a child or young person's view and /or parental preference,
— compliance with decisions orders, judgements or directions from a SEN tribunal, and /or courts.
This is a DPS procedure adapted under the light touch regime.
