    Dynamic Purchasing Vehicle for Independent Fostering Agencies
    London Borough of Barnet in collaboration with the West London Alliance (WLA) are establishing a six year (3+1+1+1) Dynamic Purchasing Vehicle ("DPV") based on DPS principles to procure the provision of Independent Fostering Agency Placements for individual children under Individual Placement Agreements or on a Block Contract basis. The Estimated Value (below) of the services to be purchased for the entire duration of the DPV is 5bn GBP and is purely an indicative figure and cannot be guaranteed by the Barnet or the WLA. The DPV shall be divided into the following service categories: Core (0-15 and 16-17) and Specialist (0-17 years and Parent and Child). These services will be ordered or ordered by way of mini-competition amongst Providers or by means of occasional direct award to a single Supplier under limited statutory grounds. Please refer to the Call Off Document. Use of the DPV is open to all Boroughs and public bodies or Local Authorities in England and Wales.

    List and brief description of conditions:
    In accordance with Articles 57 to 63 of Directive 2014/24/EU and Regulations 57 to 63 of the Public Contracts Regulations 2015 and as set out in the procurement documentation and any subsequently issued documentation available at https://wla.esourcingportal.com
    The Authority seeks to procure placements for vulnerable children and young people utilising the procedures in Regulations, 34 and 76 of the Public Contracts Regulations 2015. Having given due consideration to the principles of transparency and equal treatment of Suppliers throughout, the West London Alliance ("WLA") and the London Borough of Barnet acting as Lead Authority ("Authority") has established an adapted "light touch regime" Dynamic Purchasing Vehicle for the making of individual fostering placements and block fostering placements using the Call-Off Procedures described in the Procurement Documents.Additionally within this adapted Dynamic Purchasing Vehicle the Authority will also allow for occasional Direct Awards under regulation 32 of the Regulations commonly known as the "negotiated procedure without prior publication". The intended purpose of the DPV is to enable Local Authorities to make the right placement for an individual child or young person within its care in compliance with its statutory duties for the welfare of children, corporate parenting, safeguarding of children, duties related to the education of a child as a local education authority, personalisation, consultation and Best Value ("Statutory Duties").Please got to https://wla.esourcingportal.com and download the procurement documents for more information.
    The contracting Authority reserves the right not to award any contract pursuant to this procurement exercise and/or to abandon this procurement exercise at any time.The Contracting Authority shall have no liability whatsoever to any applicant or tenderer as a result of its exercise of that discretion. For the avoidance of doubt, all costs incurred by any applicant and / or tenderer before signature of any contract with the contracting Authority shall be incurred entirely at the applicants / tenderers risk.Those Contracting Authorities listed in Paragraph I.1.4 shall also be permitted to award contracts under the DPV for the provision of services in its own geographical area upon entering an Access Agreement with the London Borough of Barnet.
